1944-ig az épület a nyilas párt székhelye, a Népköztársaság rezsimje alatt pedig Magyarország kommunista politikai rendőrségének, az ÁVH központja.. A Közép-és Kelet-Európa Történetét és Társadalmait Kutató és Tanulmányozó Alapítvány kezdeményezésére alapított hely mindenekelőtt emlékhely a két diktatúra áldozatainak tiszteletére.
